Regarding two pages I sent an email attached with, what is circuit breaker collar and when it may be removed?

Collars are installed as a solution for a inoperative or permanently disabled system.

They cannot be removed unless the discrepancy for a deferral is cleared or when engineering does a modification that requires the breaker to function.

Black, permanent collar.
Orange, temporary or breaker identifier collar.
