FDR ULB was created by dynamics

Are air carriers allowed to use 90 day ULB product of an OEM that is not including in the part catalogue?

A general rule is: "if the part is not listed in the IPC it cannot be installed on a aircraft". 

Engineers can write authorizations for temporary installs, but that is a carrier procedures issue.
