Logical Frame Layout

how operator can get access to logical frame layout:
1-Is it a document that should be requested from OEM of flight data acquisition unit or otherwise from A/C TCH?
2-Is it embedded in flight data acquisition unit or flight data recorder?
3-Are there any computational package that perform conversion based on the logical frame layout?

Apparently, flight recorder data is saved in different formats depending on the OEM. The top link above is probably one of many conversion services.
